Yes and No. A rough drawn hand sketch can be used as a concept sketch – i.e. a medium of expressing an idea or design, but it is far from being enough raw materials for a building a full scale 3D model. The rough sketch can be sued as the beginning of the process of building a house, but then it would need to be taken to an architect, who would do the actual design based on the concept, and once accurate and precise measurements are defined, a 3D model can be built for visualization purposes.
